i was seeing a bizhub 454e the client sayed after replacing a toner the machine just prints a blank pages, i saw the dev looks fine for me.
i even put a little bit toner direct to the dv but no image, when i check the dev again the drum was with dev powder and edge of the Dev full of dev.
what could be issue here?

Is it completely blank or is there some shade on the prints? i would reseat the transfer belt and transfer roller first. I had that issue with a light gray showing up on prints and it was the HV board.

Not sure what could of happen by just opening front door and installing new toner. Sometimes there is more to the story that end user just fails to tell you. Of course I've seen strange things happen by just opening and closing front door so anything is possible.
Make sure contacts are clean and making good contact with side door/transfer roller when door is closed.
What is level history under state confirmation in service mode? Any codes in history that might not be showing?
Is it blank when copying & printing?
And last thing that comes to mind is really look at that drum. Perhaps toner spilled on it when toner was put in, dirty contacts, maybe drum not rotating, corona grid came off, etc

Make the drum and mag roller edge with a marking pen. If the mark do not move then its the main drive assy.
If its a TCR problem you should see some image if you add toner manually. In that case the hopper could be at fault and the TCR value will be close to zero.

All good suggestions allan. I don't t have manual handy but on C224e series there's sticking black developing solenoid SD4 hidden behind PWB box.

Same thing I was thinking because the drum was at the bad condition I tried to Mark but the time to test the energy went off.
I will recheck tomorrow.
