Sorry didn't read well it's high speed unit with IUs. What's paper weight I would experiment with different papers/weight settings.

The C659 is a POS to start with...
Does that cross direction band move or stay on the same place every print?
Sure its only on Cyan?
Its got lines in the feed direction that looks like a buggered charge roller. You can still get to the charge roller with a damp cloth to try and remove some of the dust collected on it.
No idea what is causing the cross direction band on that sample you posted.

That looks a lot like the lines you get from dirty print heads. I know you cleaned the print heads, but I have had several machines over the years where the lines get badly baked on the print head. I had one recently where I had to run the cleaning wand soaked in windex between 50-100 times through the print head and then follow up with a dry cleaning wand to remove any residue. It's worth a try and would only take a few minutes.

Taking the laser out in that case would be a good option.
